Ok the order id is SO8944503A119970583 but then what does it mean 'Free geo up for State level'? i need europe district but paying still seems excessive to me.

Free Geo UpTo State level means, states of Europe are already available in your installation. You can check the available geolocation in your site from Sellacious Backend > Settings > Geolocations.
These Geolocation have data up to ZIP codes.
