Here is the patch for your fix. Please extract the zip file and replace the file "libraries/sellacious/helper/rating.php" with this updated copy of "rating.php" attached.

Please note that this will be included in the upcoming release v1.5.1.

Yes, it is possible. Go to Global Configuration > Reviews and Ratings > Allow Reviews without Purchase > No.
